Poltergeist inside heater blower!

I think I may have aquired a poltergeist inside my ventilation system when I also purchased the car.  The system turns itself on from being off.  No climate control is on and fan is off.  
Yet when I set the fan to the lowest speed the setting still remaians at a very high blowing setting.  This never occurred in my old car, 1999 528i sport auto.  
What was the worth upgrading to the 530i sport auto, I am beginning to think, not much actually.  Can't be too harsh on the car, after all previous owners may have not looked after the beauty.  Why don't people who have no respect for the magnificent works namely, E39'S, just leave them alone and buy tonka trucks to play with and break.
