M3 Evo starting probs

   I think my starter motor is playing up. Battery is fully charged but car won't start. Nothing clicking just an electrical whirling noise, the rev counter and speedo is flicking about. Or maybe a bad engine earth.
Any other ideas/suggestions please would be greatly appreciated.
