Xenon Headlight Problem

   Hi All
Haven't been around for a while since selling my E30 M3 , but need a bit of help with a Xenon light problem on my E46.
The lights are factory fitted not aftermarket, and the problem is that the n/s one sometimes is slow to come on or doesn't come on at all especially in cold damp weather.
I have changed the most expensive item the control unit but the problem is still there.
Someone suggested the bulb so i swapped these over hoping the fault would change sides , which of course it hasn't.
I see on the OEM diagram that there is also an ignition element , could this be the problem maybe ?
Any help most appreciated as this is becoming both a nuisance and expensive

	01 E46 320d Touring 88 E30 M3 Sadly Gone 93 E36 325 TD Gone but still going 87 E30 Hartge 325 (gone but not forgotten)
