BMW Anti Theft System 3

I currently own a BMW 318i 95(M) and am having problems with the alarm system.
Since I purchased the car I have never been able to arm the Anti Theft System , the system is activated by a seperate fob and the light comes on when the button is pressed but nothing happens. I have made sure the system is armed with the key switch on the siren but again nothing happens. The only time I have actually heard the alarm working is when the battery was disconnected to replace the starter motor and it had to be disarmed with the key.
Has anyone else had or is experiencing the same problem or is there a set of instructions I can follow to reactivate the system.?
