E39 Climate Question

   I've noticed that the climate on my 2001 E39 is not as icy cold as it
used to be so I guess its time for a regas - I'm also getting an
intermittent whistling noise when the fan drops down to low running
speed. At high speed no problem silent (other than the air blowing
through the vents). I've also noticed that sometimes the manual control
doesn't reduce the fan speed unless I turn off & then turn back on.

Are these problems linked or is it sounding expensive
