air leak

   Hi there,
Recently on cold starts im getting a screeching sounds from my 318 E46 - under ivestigation i discovered that it was air escaping from the circular object in the centre of the picture with the 2 pipes- if i put light pressure on top of the pump the screech stopped. is this likely to be a bad seal or do i need a new pump, whats it for anyway?
