fuel consumption E60 525d se touring

   Hope someone can help me with this.  
Bought an ex demo '04 plate' 525d SE auto touring. 7000 miles on the clock.  for the next 10000 miles the car did 24.9mpg around London.  There is a recall on this model for the manifold.  Since this work was done the car is only doing 18.5 mpg around town and max 31 mpg on the motorway (this is at a steady 55 with the mother in law in the passenger seat!)  The car is in the dealership this week and they have very kindly lent me a 525d Sport saloon auto.  This too only does 18 odd mpg around town.
Published urban figures for my car are 25.9mpg.  I've come from an Audi A6 2.5TDI quattro which I covered 70000 miles in and it never went below 29mpg in town (OK it was a manual but about the same kind of weight to shift and three diff's intead of one)
I can't believe these fuel consumption figures.  I had an E60 530i sport auto saloon on loan and even that did 21.9 mpg in town.
Is this really all I'm going to get?
