   This is utter b******s. Why shouldn't dogs be registered? It used to be a legal requirement to have a license for them. 
IMHO Any responsible pet owner would chip their animal to ensure they got it back if it got lost or strayed.
Calling it a tax, Daily Wailism at it's worst.
