Hello and welcome Dave. I have a 95 with the M43 and had the same scenario. Water-pump was replaced with no change. Radiator was changed (as the channels sometimes get blocked). Slight improvement. Sniff test done and came up blank, yet there was massive pressure in the hoses. After a few months of a nightmare the oil and water started changing places and it seems there was a slight leak in the water jacket all along causing the pressure. I decided to swap the engine for one from a '99 Z3 which i picked up for €400. Might be worth your while taking the same route. Cheers, Adz.
