The headlights and dash lights on my 00 316 Compact (E36) dim slightly when the secondary air pump is in operation. When it shuts off, they return to normal brightness. Is this an indication of a battery or alternator on the way out? The magic eye on the battery shows a dim green light.

check the earth lead on the altenator.

on the e30's they always seem to break, and then touch the block, giving this type of issue when you use almost anything, but it doesnt stop working for ages.
