The NSL "national speed limit" (or no speed limit as some of us prefer) applies on both types of road where you see the round white sign with the diagonal black stripe (tends not to be on scottish motorways). The proposal is to get councils to lower this to at most 50 mph on non motorway roads ( A, B, & C). As far as I understand it it isn't to actually lower the nsl, just remove it from those roads.
